Support fallback language

Assume the blog has three languages: en-us (default), fr-FR, and fr-BE. Currently, fr-BE fallbacks to (when translations are missing) en-us because it is the default language. However, the better option is to fallback to fr-FR.

So, with each language in the Console, there should be an optional option to set a fallback language.
